St. Louis’ leading capital partners, investor networks, and entrepreneur support organizations are working toward a shared objective: significantly increasing the number of active, educated angel investors backing Missouri startups.

These parallel efforts respond to two major developments that have created new momentum for Missouri’s innovation economy.

On July 13, Governor Mike Kehoe signed House Bill 3231 into law in Jefferson City, establishing the Missouri Innovation, Public Safety and Accountability Act. The legislation, sponsored by Representative Brad Christ and Senator Kurtis Gregory and passed by the Missouri General Assembly in May, creates the Missouri Angel Investor Tax Credit to encourage investments in Missouri entrepreneurs and startup companies. The effort to create the tax credit was led by statewide advocacy organization NEXT Missouri, and the new incentive is expected to significantly increase early-stage investment activity statewide.

“Missouri is open for business, growth, and opportunity,” said Governor Kehoe at the bill signing, thanking the General Assembly for supporting economic development programs “that lay the groundwork for long-term prosperity in communities across our state.”

In parallel, over the past year, the Missouri Technology Corporation (MTC) awarded separate Investor Education Grants to TechSTL and Arch Grants for their respective programs, a recognition that unlocking new capital requires more than policy. Both grants address aspects of educating new investors, preparing founders to raise, and building durable connections across the region’s capital ecosystem.

The two organizations are each running programs that complement one another, spanning first-time investor education through live deal flow for both investors and founders.

Arch Grants: The Investor Masterclass Series

Arch Grants launched the Investor Masterclass Series earlier this year, a quarterly, industry-focused program built to grow the region’s pool of active angel investors.

The series has already completed its first two installments, spotlighting HealthTech & MedDevice in Q1 and AgTech in Q2, with Geospatial (Q3) and Medical Device (Q4) still to come this year. Each session brings together angels with track records in St. Louis’ established industry clusters, founder-operators in those sectors, institutional investors, and regional ecosystem organizations for panels, founder pitches, and facilitated discussions, educating existing angels and making the case to new ones that St. Louis is the right place to source deals in these sectors.

The series intentionally positions Arch Grants Fellows and high-growth founders at the center of the conversation as industry experts, making complex sectors legible to investors and surfacing high-quality investment opportunities emerging from the St. Louis ecosystem, while engaging venture capital firms from across the country and positioning St. Louis as a credible, investable hub for innovation.

NEXT Missouri: Policy Leadership and the Angel Hub

NEXT Missouri, the statewide policy and advocacy organization for Missouri’s startup and innovation ecosystem, championed the Angel Investor Tax Credit through the legislative process and is now committed to supporting its successful implementation and measuring its impact across the state.

To build awareness about the new incentives, NEXT Missouri launched the Angel Hub, an online resource for founders, investors, ecosystem leaders, and policymakers about Missouri’s Angel Investor Tax Credit.

“NEXT Missouri advocated for the creation of the Angel Investor Tax Credit to increase the amount of early-stage capital available to Missouri startups,” said NEXT Missouri Coalition Director Jason Wiens. “Now the focus shifts from passing the law to making sure it works as intended. Building on the original ITEN Mock Angels model, TechSTL will launch AngelLAB this August, a regional initiative to recruit, train, and activate 75 new angel investors by the end of 2027.
